Editor’s note: This article was originally written in 2018. The regulatory landscape for commercial gaming in the UAE has changed significantly since then.
The UAE has since established the General Commercial Gaming Regulatory Authority (GCGRA), which regulates specified forms of commercial gaming at federal level. These regulatory categories now include Internet Gaming, Land-Based Gaming Facilities, Sports Wagering and Lottery.
This later development should not be projected backwards onto the situation in 2018. It does, however, mean that older statements describing the UAE gaming market in absolute terms may no longer accurately describe the current regulatory framework.
International casino licensing and UAE authorisation also remain separate questions. A gaming licence issued outside the UAE does not by itself constitute GCGRA authorisation to offer commercial gaming within the UAE.
